Chris Kinsella appointed as Interim Executive Director of Resources and Technology Services

The Nursing and Midwifery Council (NMC) has appointed strategic financial leader, Christopher Kinsella, as Interim Executive Director of Resources and Technology Services.

This comes as the regulator works to secure its financial position to meet its core priorities of protecting the public, maintaining confidence in the nursing and midwifery professions and upholding the standards of proficiency.

He started on Monday, November 17. Chris brings a wealth of experience, having worked as a Chief Financial Officer (CFO) and Finance Director within large and complex organisations across the private, public and third sectors.

He also worked as an Interim Chief Executive and is an Honorary Professor at the Lancaster University Management School.

Among other roles, he has been Interim Finance Director and Chief Finance Officer at OFCOM, the regulator for the communications services industry.

He has also been Interim Chief Financial Officer and Executive Director at Homes England, the government’s housing and regeneration agency.

In addition, he has been:

-       Interim Chief Officer at Greater Manchester Police

-       Interim Finance Director at the City of Bradford Metropolitan District Council

-       Interim Executive Director – Resources, at Bath and North East Somerset Council

-       Interim Chief Financial Officer at the British Council

-       Interim Chief Executive at the Chartered Management Institute.

Prior to embarking on his interim career in 2007, Chris was the CFO and Group Finance Director at TI Automotive Plc. He has also held a number of NED (non-executive director) appointments.

Chris is a Chartered Accountant (FCMA, CPFA) and is a Fellow of the Association of International Accountants with degrees in Business and Economics. Chris will take over from Tom Moore, who has been the Acting Executive Director of Resources and Technology Services.

If the NMC’s proposed new structure – which is currently out to consultation with staff – goes ahead, Chris would become Interim Executive Director of Finance, leading a directorate covering finance, facilities and procurement.

Commenting on the appointment, Paul Rees MBE, Chief Executive and Registrar, said: “Ensuring the NMC is financially sustainable is crucial to our being able to carry out our key functions of protecting the public, maintaining confidence in the nursing and midwifery professions and upholding standards.

“Chris has a wealth of experience, having worked in a range of large and complex organisations as the lead for finance across the private, public and third sectors, including having been Interim Finance Director and Chief Finance Officer at another regulator, OFCOM.”

He added: “I believe that Chris will be a key addition to our reformed Executive Board, as we work hard to build a new NMC and ensure that we are the strong and independent regulator that everyone wants to see.

“I would like to thank Tom Moore for acting up into the position of Executive Director of Resources and Technology Services, at a crucial time for the NMC. He has done an excellent job in that role.”

Chris said: “I am delighted to be joining the reformed Executive Board of the NMC at this critical time and I recognise the importance of the work of this organisation. I look forward to meeting as many colleagues as possible during the next few weeks.”

Through targeted investment, the NMC is:

-       Making Fitness to Practise faster and fairer

-       Modernising the Code, revalidation and professional standards

-       Assuring the quality and safety of education for nursing and midwifery students

-       Embedding equality, diversity and inclusion in its regulatory processes, to better support the nursing and midwifery professions

-       Improving technology and data to modernise the way it works.
